A recent survey of executives and contractors from federal, state and local government agencies published by HP noted, “more than 76% of the survey respondents understood what Gov 2.0 entails and described it as a movement toward greater collaboration, transparency and technological innovation,” demonstrating clearly that Web 2.0 technology has become part of the blueprint for both the public and private sector.

The survey also notes that security concerns, budget constraints and limited technical expertise are some of the barriers preventing organizations from implementing social networking technologies. Ironically, Gov 2.0 technologies are designed to address those same concerns by driving effective collaboration, knowledge and resource management, expertise location, e-learning and professional networking and development.
